The Penelope Group is committed to building awareness and availability of HCBS services in every community in NYC. HCBS provides government – funded services and support for children facing personal challenges that hinder their potential. We are here to inform, refer, and activate HCBS services.

What is HCBS?

HCBS is a New York City Medicaid
program that offers vital support to
children and their families within their
own homes and communities.
This program is free for all eligible NYC
residents. HCBS provides a range of
services tailored to your family’s unique
needs and preferences, as determined in
partnership with the parent or legal
guardian. These services can include
educators, mentors, case managers,
therapists, and more, for up to 30 hours a
week from infancy til 21 years of age.

Individual Case Manager:

Families receive a Case Manager who helps navigate and access available resources and support based on your specific needs (e.g., SNAP, Public Housing assistance). Your Case Manager is there to represent your family and your needs.

Personal Caregiver

 Your Caregiver works directly with children and families in a multitude of ways,  such as respite, transportation, mentorship, educational assistance, learning sports or arts, social and emotional development.

Respite Care

HCBS provides short-term breaks for families,allowing parents to take a break while the child receives care in a safe and supportive environment, either in the home or outside of the parents’ choosing.

Paid Family Caregiver

Parents can advocate for a family member or friend to be hired and paid for providing HCBS to their children. If approved, they can be paid for up to 30 hours a week.

Treatment and Support Services (CFTSS) programs. Our services are provided at no cost to your family. We partner with committed agencies to guide eligible families through the entire process of accessing HCBS services, from initial referral to active service implementation.

HCBS and CFTSS services – always free of charge.
